HRD is commonly used to refer to a state-level Human Resource Development or education-related authentication step for educational documents. The responsible department, terminology and procedure can differ between states and authorities.
MEA guidance states that educational documents requiring apostille or attestation should first be authenticated by the designated Education Department of the relevant state or union territory, where that procedure applies.
